The session is waiting for a Resource Manager active session slot.
Detailed Description​
This event occurs when the resource manager is enabled and the number of active sessions in the session's current consumer group exceeds the current resource plan's active session limit for the consumer group.
Oracle resource management allows the management of competing workloads within servers and databases. It is used to manage Pluggable Database (PDB) resource consumption within a Container Database (CDB). Control of resources within Maintenance Windows in Oracle is also controlled by the Resource Manager.
How to reduce this wait​
You may see resmgr
waits appearing if you have enabled scheduled maintenance window.
To reduce the occurrence of this wait event, review the resource manager configuration to see if you can increase the active session limit for the session's current consumer group.
If server resources are not in short supply, look for throttling within the database for CPU, IO or parallel query resources.
